Parking Permits Must Be Picked Up! Students, employees and visitors MUST obtain and display a parking permit in their vehicle when parking on campus. Register Your Vehicle: Students and Employee MUST register vehicle online. Parking permits must be picked up at the Traffic & Parking Office located in Hankal Hall. Upload your copies of your current vehicle registration and proof of insurance. Select your permit type and location. Remember to upload the required documents prior to picking up your parking permit, as noted above. Visitors can obtain a visitor permit to park on campus. For convenience, the Merritt Plaza parking lot, located at John Merritt Blvd & 33rd Avenue No. (across from the airplane) has a section for visitor parking. Also, complementary visitor permits can be obtained from the Security booth at John Merritt & 33rd Avenue North. Student decals MUST be permanently affixed to the inside front windshield in the lower left corner (driver's side), 6 to 12 inches from the dashboard to be valid.

The decal must be visible and cannot be obstructed. Failure to permanently affix the decal to the windshield will result in the vehicle being cited for failure to display parking permit. Employee hangtags must be properly displayed and clearly visible from the front rear view mirror of the vehicle. Parking permits are valid from September 1 to August 31 of the following year. Parking permits for the new academic year are available for sale during the last week in August. The cost of one parking permit for students is included in tuition fees. Note: Reserved and gated parking spaces are limited. Please contact the Parking Services office for availability of reserved or gated parking spaces and if desired, to be added to the waitlist. The University requires all students, faculty or staff who have a state-issued disability permit to obtain a Tennessee State University-issued disability parking permit. Both permits must be properly displayed when parking on campus. Students, faculty and staff applying for a disability parking permit must bring a their actual disability placard, disability permit registration form, vehicle registration form and driver's license when picking up your University-issued disability parking permit. Hale Stadium parking lots may be preempted for events, especially home Football, special events and Commencement. Signs will be posted at the entrance to the affected parking lots at least 1 day in advance, with the date(s) of the restriction. Vehicles will be ticketed, and may be towed, if they remain in the parking lot after the posted restriction begins.

It is worth checking the website of your local council to find out their policy. Although disabled parking bays do not all look the same, they tend to have some features in common. There will normally be a white sign nearby with two blue squares on it: one with a white parking ‘P’ symbol inside and the other with a white standardised image of a wheelchair user. Disabled bays are almost always wider than normal parking spaces to make it easier for the Blue Badge Holder to get in and out of their vehicle. The standardised image of a wheelchair user is usually painted in the middle of disabled bays. The bays themselves are generally painted in a different colour to regular parking spaces. The lines used to mark them out are often painted yellow (and sometimes blue), and many of them also have diagonal lines which cross one another. Sometimes, these lines are painted using non-slip paint. Badge Holders may also request that their local council paint a disabled bay outside their home. In such cases, the council often paints broken white lines to mark out the bay along with the word ‘DISABLED’. In private car parks, meanwhile, the disabled spaces tend to be located nearer to the entrance of the destination building. The colour they are painted varies.

Full details of where and where not to park are contained in the booklet supplied when a blue badge is issued. Different rules may apply outside the area of Epsom & Ewell Borough Council. Blue badge charges apply within all our car parks. During charging hours in our pay and display car parks, a blue badge holder is entitled to one hour’s free parking subject to payment of the minimum fee. So for example if you wish to stay for two hours in the car park you must purchase a pay and display ticket for one hour and display this alongside your blue badge on the dashboard. If you wish to stay for three hours you must purchase a pay and display ticket for two hours and so on. In order to receive the same discount within our barrier controlled car parks you must apply for a blue badge parker card. The blue badge parker card can be used in the Ashley Centre, Hook Road car park, Hope Lodge and the car park to the rear of the Town Hall. The parker card is valid to the expiry date of your blue badge and is issued subject to evidence of your blue badge. A £15 charge applies for any lost or damaged parker cards. We operate a Shopmobility service from the Ashley Centre car park office. Manual wheelchairs and mobility scooters are available for hire for use within the Ashley Centre and Epsom High Street. One-off use is charged at £5.50 per visit. An annual membership is £22 and entitles the member to free use of the service for the year.
